CDU and Greens see budget emergency for 2023 and 2024
Following the budget ruling by the Federal Constitutional Court, the black-green coalition wants the state parliament to declare an emergency situation for 2023 and 2024. This is necessary in order to be able to spend funds from existing emergency loans as agreed, said Green parliamentary group leader Lasse Petersdotter on Tuesday in the run-up to the state parliament meeting. "This is not about new loans." This would also allow the state to finance expenditure via emergency loans in the coming year.
The coalition stands by its commitment to provide up to 137 million euros in state funds from the Ukraine emergency loan for the planned Northvolt battery factory in the Dithmarschen district, said Petersdotter. The Green politician also spoke out in favor of changing the debt brake enshrined in the Basic Law. "The regulation no longer fits in times of multiple crises."
A few days ago, the Federal Constitutional Court in Karlsruhe prohibited the subsequent reallocation of coronavirus loans for climate protection and the modernization of industry.
The state parliament's declaration of an emergency situation, as proposed by the CDU and Greens, would allow the government to use funds from existing emergency loans for budget needs in 2023 and 2024, as stated by Green parliamentary group leader Lasse Petersdotter. In regards to the Northvolt battery factory, Petersdotter affirmed that the coalition remains committed to providing up to 137 million euros from the Ukraine emergency loan.
