Bremen Senate decides on prison for offenders

Government - Bremen Senate decides on prison for offenders

Bremen wants to create more places for the accommodation of mentally ill offenders. On Tuesday (11 a.m.), the Senate will make a decision on the capacities in Bremen's prison system. According to a Senate bill, 28 new places are planned in the city state.

Currently, 155 offenders can be treated in the Clinic for Forensic Psychiatry and Psychotherapy in Bremen. 20 people in organizational detention are still waiting for a place, according to the Senate bill. However, qualified staff are also needed for the expansion.

Offenders are sent to a psychiatric hospital if a court classifies them as psychiatrically conspicuous or addicted. In the case of longer prison sentences, the sentence can be split up: Firstly, part of the sentence is served in prison, followed by the sentence in the prison. A decision is then made as to whether the convicted person must continue to serve the remainder of their sentence - or whether they will be released after serving half of their sentence.

According to the Senate bill, the demand for accommodation for mentally ill offenders has recently risen steadily. According to the report, just under 133 places were occupied on average in 2018, five years later there were just over 154 places.

Placement in other federal states is only possible in exceptional cases, as demand is increasing nationwide. At the moment, nine mentally ill offenders are being held outside of the state, according to the submission from Bremen. The city state also repeatedly receives requests from other federal states, which generally have to be turned down.

The expansion of the prison system is also part of the coalition agreement. According to this, the red-green-red alliance wants to create capacities to "provide prisoners and prisoners on remand with the medically necessary psychiatric treatment".
