Household - Bremen parliament discusses new supplementary budget
The Bremen Parliament has debated the second supplementary budget for this year. Parliament passed the supplementary budget law at first reading on Thursday. This involves 362 million euros. This money has already been spent - for the accommodation of refugees from Ukraine, for the rescue package for hospitals and for increased energy prices, among other things.
The reason for the renewed budget debate is a ruling by the Federal Constitutional Court. The court ruled in November that the federal government's second supplementary budget for 2021 is unconstitutional. This is a problem for Bremen because it must now also take the requirements into account. The smallest federal state is no longer allowed to take the money it needs from the specially established climate and Ukraine crisis funds. The Bremen government had misjudged this, admitted Finance Senator Björn Fecker on Thursday. "In retrospect, that is regrettable."
The second supplementary budget now estimates 362 million euros exclusively in the state budget: 275 million euros due to the war in Ukraine and its consequences and 86 million euros due to the measures against the climate crisis based on this. But this requires new loans. The Bremen Senate has therefore proposed declaring another emergency for this year due to the climate and Ukraine crises. Repayment of the emergency loans is planned from 2028 over a period of 30 years.
The opposition accuses the red-green-red government of only creating new debt in this way. "The only emergency situation in Bremen is the red-red-green Senate," criticized Jens Eckhoff, budget policy spokesman for the CDU parliamentary group. "We are therefore sticking to our complaint to the State Court and rejecting the supplementary budget." The supplementary budget law must also be passed by parliament at second reading before the end of the year and come into force.
