Adults who are of legal age can now submit an application for a Cannabis growing association at the Lower Saxony Agriculture Chamber with the submission of a current leadership document. For this, a health and youth protection concept must be submitted and proven that grown Cannabis is sufficiently protected from third parties, THC contents are controlled and documented.

Three months after the release of Cannabis for adults and private cultivation, a second stage of cannabis de-criminalization in Germany comes into effect with numerous provisions. Non-commercial growing cooperatives with a maximum of 500 members are allowed to start after permission is granted. There are also set upper limits for cultivation and distribution.

Adults can cultivate Cannabis together and give it to each other for personal consumption. Regular controls are legally provided. Since April 1st, adults are allowed to carry up to 25 grams of Cannabis in public and up to 50 grams at home.

According to the Agriculture Chamber, an application can be submitted over a form on the Chamber's website. The processing time is a maximum of three months. If an application is approved, the permit should be sent by post to the address of the growing association.

The demand is high. "Engaged contact persons and contacts are available at the Agriculture Chamber to promptly process incoming inquiries and questions," said Agriculture Minister Miriam Staudte (Greens).
