- 13 Applications for the cultivation of cannabis in Rhineland-Palatinate
One month after the official kick-off for cannabis cultivation associations, only 13 applications for approval have been received in Rhineland-Palatinate. These applications are currently being reviewed, a spokesperson for the State Office for Social Affairs, Youth and Welfare (LSJV) in Mainz confirmed. The authority is centrally responsible for approving new cultivation associations in Rhineland-Palatinate.
First, the applications must be checked for completeness. If an application is complete, the authority has three months to process it. Since July 1st, so-called social clubs have been able to apply for permits, allowing their maximum 500 members to cultivate and use cannabis for personal consumption. Initially, there were many more expressions of interest than applications received so far.
Strict requirements for cultivation associations
The hurdles for applications are high: associations must develop concepts for youth protection and addiction prevention. This includes appointing addiction and prevention officers with proven expertise and collaborating with local addiction counseling services. Additionally, a comprehensive health concept is required to protect association members during cannabis cultivation. The law sets maximum values for the use of plant protection agents, fertilizers, and biocides, as well as packaging materials.
Each registered board member of a cultivation association must submit a certificate of good conduct that is no older than three months. The premises of the cultivation associations must maintain a minimum distance of 200 meters from schools and other children and youth facilities, as well as playgrounds.
It's essential for the cultivation associations to design robust concepts for youth protection and addiction prevention, which includes appointing competent addiction and prevention officers and collaborating with local addiction counseling services. In light of the strict regulations, only youth with clean records can serve as registered board members in these associations.
