For a month now, associations that want to grow cannabis have been able to apply for permits. Only a few have done so. The barriers are indeed high.

About a month after the official start for cannabis cultivation associations, only nine applications for approval have been received in Hesse. The applications are currently being reviewed, as a spokesperson for the Darmstadt government presidency announced. The authority is centrally responsible for approving new cultivation associations in Hesse.

The applications received come from Frankfurt, Kassel, the district of Gießen, and the Vogelsberg district, among others. It is not yet possible to predict when they will be approved. First, they must be checked for completeness. As soon as an application is complete, the authority aims to meet a deadline of three months.

Since July 1, so-called social clubs have been able to apply for permits to allow their up to 500 members to cultivate and use cannabis for personal consumption. A maximum of 1,070 cultivation associations can be licensed in Hesse. However, the number is expected to be significantly lower, as announced by Hessian Interior Minister Roman Poseck after a visit to the authority on Tuesday. Nevertheless, an increase in applications in the coming weeks is to be expected. The hurdles for obtaining approval for a cultivation association are high, with special requirements regarding prevention that must be met.

The authority has yet to grant the 'Approval of the' nine received applications for cannabis cultivation associations in Hesse. Meeting the required completeness checks is a prerequisite for approval, and once met, the authority aims to approve within a three-month timeframe.
