Focus should be on investing in the acquisition of qualified professionals. The Federal Ministry of Family Affairs emphasizes that "qualified professionals are one of the biggest, if not the biggest bottleneck for stable daycare operations." The goal of the law is therefore to improve the quality of child daycare in the states and to align the different quality levels upwards.

The law is set to come into force on January 1, 2025. It would be the third revision of the Kita Quality Law, which originally came into force in January 2023.

"Despite tight budgets, it has been successful to provide around four billion euros for daycare centers for the next two years, as was also the case in 2023 and 2024," explained Federal Minister of Family Affairs Lisa Paus (Greens). A total of eight billion euros would thus benefit child daycare quality in Germany - "a strong signal," said Paus.

"Whether children grow up in Munich, Halle, or Gelsenkirchen: our goal is equal standards in early childhood education in all daycare centers." The investments in early education are central to the educational success of children, the minister emphasized.

The federal and state governments had agreed in a declaration in March to further advance the quality of child daycare. Unlike what was provided for in the traffic light coalition agreement, the bill passed by the cabinet does not set nationwide uniform standards for daycare centers. From circles of the Federal Ministry of Family Affairs, it was heard that the states had signaled that this was not yet feasible. The reason given were very different initial conditions.

The investment in qualified professionals is crucial for achieving the goal of improving the quality of child daycare, as highlighted by Federal Minister Lisa Paus. The new Kita Quality Law, set to take effect in 2025, will provide eight billion euros to enhance quality across all German daycare centers, aiming for equal standards nationwide.
